Prohibits sanctioned foreign governments and certain foreign persons from acquiring any legal, beneficial, or other interest in land located within 10 miles of military facilities in New Jersey

Foreign governments and persons currently owning protected land must sell or convey their interest within five years after the law takes effect to a non-prohibited individual, trust, corporation, or business entity

Allows foreign owners to acquire protected land through debt collection, foreclosure, or lien enforcement, but requires sale within two years of title transfer

Exempts land acquired by devise, descent, or through bona fide security encumbrances from the prohibition

Provisions inconsistent with U.S. treaties do not apply to foreign governments or persons from countries party to such treaties
