Expands paid leave eligibility for public employees in military reserves or National Guard beyond the current 30/90 work day limits if provided for in collective bargaining agreements, and requires employers to continue paying retirement and health care contributions during leave

Adds travel leave (one day for those 50+ miles from duty location) and pre-deployment leave (5 days for 30-180 day service, 10 days for 181+ days) to military leave entitlements

Broadens the definition of "federal active duty" to include training, full-time National Guard service, and medical appointments, surgery, PTSD counseling, and rehabilitation for service-related injuries

Extends emergency leave protections to include the period from September 11, 2001 until the termination of the Global War on Terrorism, in addition to the existing post-Korean War emergency period

Mandates public employers establish written military leave policies, acknowledge documentation within 90 days (or be barred from raising issues), maintain records for 10 years, and pay attorney's fees if found in violation of military employee protections
