State government bears all costs and expenses for conducting automatic recounts triggered by the 0.5 percent threshold

Limits the existing recount request process to only losing candidates (rather than any candidate) when the margin exceeds 0.5 percent

Preserves the right of losing candidates or groups of 10+ voters to petition a Superior Court judge for a recount within 3 days of certification when margins exceed 0.5 percent

Requires applicants for non-automatic recounts to deposit up to $25 per district as security for costs, refundable if significant errors are found
