Requires these cosmetology schools to comply with existing private career school closure laws, including filing teach-out plans with the Commissioner of Labor and Workforce Development

Directs the New Jersey State Board of Cosmetology and Hairstyling to develop a model teach-out plan template for licensed schools to use when submitting required closure documentation

Addresses the abrupt closure of Capri Institute, which left students with institutional debt and unable to access transcripts, by ensuring future closures must arrange student transfers and provide academic records

Takes effect on the first day of the sixth month following enactment, with the Commissioner and Board authorized to take preparatory administrative action beforehand
