Creates a 64-member Election Management and Consolidation Commission within the Department of State, comprising all 21 county clerks, two members from each county board of elections (one from each major political party), and the Secretary of State who serves as chair

Commission members serve without compensation but may receive reimbursement for actual expenses incurred in performing their duties

Requires the commission to review election administration processes under Title 19 of the Revised Statutes to identify redundancies, inefficiencies, and opportunities for centralization, consolidation, or elimination

Commission must submit a written report with recommendations to the Governor and Legislature within one year of its first meeting, specifying which changes require legislation, executive action, or rulemaking

Commission expires upon submission of the required report
