Secretary must create a pipeline program to guide Hispanic and Latino undergraduate students into academic careers through partnerships with graduate programs, internships, and fellowships

Public institutions of higher education must implement programs to recruit and retain Hispanic and Latino individuals in leadership positions within 180 days of receiving guidance from the Secretary

Each public institution must adopt policies ensuring search committees for senior administration positions reflect diverse representation consistent with the student body and state demographics

Public institutions must submit annual diversity reports to the Secretary detailing racial and gender composition of leadership positions (board, senior administration, department chairs), with the Secretary compiling a summative report for the Governor and Legislature
