Requires the Commissioner of Education to submit a report to the Legislature within 90 days on the designation of SDA (Schools Development Authority) districts, which receive 100% State funding for school construction costs

Report must include criteria for determining socioeconomic status, current conditions of all 31 SDA districts, and a comparison of each district's status when originally designated versus current status

Commissioner must determine whether each current SDA district should maintain its designation and discuss whether additional districts should be added

Report must include legislative recommendations on revising the current SDA district list and establishing ongoing criteria for designation

Addresses concerns that some SDA districts designated in 1990 based on 1980 Census data have experienced significant economic revitalization (e.g., Hoboken), while the Department of Education has not updated District Factor Groups since 2004
