Requires all voters beginning January 1, 2025 to present government-issued photo identification (such as a New Jersey driver's license, non-driver ID card, or federal/state document) containing their name, photograph, and valid expiration date in order to vote in person or by mail-in ballot

Voters who fail to present valid photo ID will be given a provisional ballot and must provide acceptable identification to the county commissioner of registration by close of business on the second day after the election for their vote to count

Creates a religious exemption allowing voters with religious objections to being photographed to vote by executing a sworn affidavit instead of presenting photo ID

Expands authority of district board members and authorized challengers to examine voter identification documents and challenge their validity during elections

Requires the Motor Vehicle Commission to waive fees for non-driver identification cards for indigent voters who need the document to meet the new voter ID requirement
