Requires the five-member Board of Public Utilities (BPU) to include at least one resident from each of three designated regions: northern, central, and southern New Jersey

Northern region defined as Bergen, Essex, Hudson, Morris, Passaic, Sussex, and Warren counties

Central region defined as Hunterdon, Middlesex, Monmouth, Mercer, Ocean, Somerset, and Union counties

Southern region defined as Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, and Salem counties

Governor must ensure compliance with geographic representation requirements for all BPU appointments made after the bill's effective date
