Creates a three-tier color-coded warning system: "Blue: Exercise normal caution" for states with full access, "Yellow: Exercise increased caution" for states with restricted access and potential prosecution risk, and "Red: Reconsider travel" for states with severe restrictions that could result in adverse medical outcomes or criminal/civil prosecution

Advisory must include information on gestational duration bans, waiting periods, insurance coverage bans, medication restrictions, constitutional protections, funding availability, and criminal/civil liability for patients and healthcare providers

Department of State must publish the advisory prominently on its website and update it whenever any state changes its reproductive healthcare laws, rules, or regulations

Takes effect immediately upon enactment
