Requires all State agencies to structure procurement procedures to increase participation of certified minority and women-owned businesses (MWBEs) as prime contractors and subcontractors across construction, professional services, and goods/services industries

Mandates the Chief Diversity Officer recommission a statewide disparity study by August 15, 2029, to assess whether disparities exist between available MWBEs and those actually awarded State contracts

Requires contractors to submit utilization plans detailing their intended use of MWBE subcontractors; contractors may apply for partial or total waivers if they demonstrate good faith efforts but cannot meet participation requirements

Establishes enforcement mechanisms including complaint procedures, administrative hearings, and penalties for violations—contractors found to have fraudulently or intentionally violated requirements may be barred from bidding on State contracts for up to one year (or five years for repeat offenders)

Contains a sunset provision expiring December 31, 2029, unless the Legislature extends it based on findings from the required disparity study
