Commissioner of Education must develop guidelines within 90 days for student use of internet-enabled devices (smartphones, tablets, smartwatches) during school hours, on school buses, and at school-sanctioned events for grades K-12

Non-academic use of internet-enabled devices is prohibited on school grounds during the school day, with exceptions for emergencies, IEP/504 accommodations, health conditions, translation services, and student caregivers responsible for family members

Each board of education, including charter schools and renaissance school projects, must adopt a policy consistent with the state guidelines that addresses device use during emergencies and perceived threats

Guidelines must include storage options such as locked pouches and lockers, network-based restrictions to prevent social media access, and communication protocols for informing students, families, and staff

Boards of education may adopt policies more stringent than state guidelines, and principals may make reasonable accommodations for educational use of devices
