Authorizes local enforcing agencies (municipal or county construction officials) to enforce New Jersey's landscape irrigation contractor licensing laws, in addition to the existing Landscape Irrigation Contractors Examining Board

Increases civil administrative penalties from $2,500/$5,000 to $5,000/$10,000 for first/second offenses, and adds a $15,000 maximum penalty for subsequent offenses

Transfers oversight of the Landscape Irrigation Contractors Examining Board from the Department of Environmental Protection to the Department of Community Affairs

Establishes penalty revenue sharing: when local agencies enforce violations, 70% of collected penalties go to the municipality or county where the violation occurred, and 30% goes to the board

Grants local enforcing agencies the same investigative and enforcement powers as the board, including authority to issue warnings, cease and desist orders, and assess civil penalties
