Secretary of Higher Education may appoint an antisemitism monitor to any New Jersey institution of higher education to review policies combating antisemitism, assess efforts to create safe environments for Jewish students and staff, and establish incident reporting procedures including anonymous submissions

Antisemitism monitors must issue quarterly progress reports to the Secretary and institution governing boards, including recommendations for the institution and proposed legislation for the Legislature

Institutions are required to implement the monitor's recommendations and must pay the monitor's full salary while providing necessary support and access

Non-compliance may result in reduction or total withdrawal of state funding for operational and capital costs, or loss of student eligibility for state financial assistance programs

"Antisemitism" is defined according to the International Holocaust Remembrance Alliance's working definition adopted May 26, 2016
