Requires the Office of Information Technology to establish minimum requirements for AI safety tests, including analysis of cybersecurity threats, data sources, potential biases, inaccuracies, and possible violations of criminal, copyright, patent, or trade secret laws

Mandates that AI companies annually conduct safety tests on all artificial intelligence technology sold, developed, deployed, used, or offered for sale in New Jersey

AI companies must submit annual reports to the Office of Information Technology detailing all technologies tested, descriptions of safety tests conducted, third parties used for testing, and test results

Defines "artificial intelligence company" broadly to include any private entity or public agency that sells, develops, deploys, uses, or offers AI technology in the state

Takes effect on the first day of the sixth month following enactment, with the Office of Information Technology adopting rules in consultation with the Chief Innovation Officer and Director of Homeland Security and Preparedness
