Authorizes county colleges to use competitive contracting in lieu of public bidding for specialized goods and services exceeding the bid threshold, including proprietary software, data processing, laboratory testing, telecommunications, concessions, and renewable energy projects

Establishes a detailed competitive contracting process for county colleges requiring board of trustees authorization, public notice at least 20 days before proposal deadlines, formal evaluation methodology, and contract award within 60 days of receiving proposals

Permits county colleges purchasing through state Division of Purchase and Property contracts to enter agreements exceeding 24 months up to the full contract term, though bonding and indemnification protections require vendor agreement to extend to the college
