Requires trash collection service providers in New Jersey to allow customers to terminate contracts without early termination fees when relocating to an assisted living or long-term care facility for at least 90 days

Service recipients must provide at least 45 days' notice before the requested termination date, along with a standard termination form signed by the customer and their physician

Notice period is waived and contracts can be terminated within 48 hours if a physician's order requires immediate relocation to a care facility

Representatives acting on behalf of service recipients who cannot submit forms themselves must provide power of attorney, conservatorship, or guardianship documentation

Takes effect on the first day of the 12th month following enactment
