Requires mandatory waiver of juveniles to adult court for all crimes listed under New Jersey's No Early Release Act (NERA), regardless of the juvenile's age at the time of the offense.

Removes the current age requirement of 15 years or older for juvenile waiver to adult court for NERA-eligible offenses.

NERA crimes include murder, aggravated manslaughter, vehicular homicide, aggravated assault, kidnapping, aggravated sexual assault, robbery, carjacking, aggravated arson, burglary, firearms trafficking, terrorism, and racketeering offenses.

Deletes several offenses from the existing list requiring mandatory waiver (criminal homicide, first degree robbery, carjacking, aggravated sexual assault, sexual assault, second degree aggravated assault, kidnapping, aggravated arson) and consolidates them under the broader NERA framework.

Amends P.L.2015, c.89 (C.2A:4A-26.1) and takes effect immediately upon enactment.
