Authorizes the Department of Human Services to assess penalties up to $10,000 against developmental disability service providers for operating without required licenses, employing individuals on abuse registries, or failing to conduct criminal background checks and drug testing

Establishes penalties up to $25,000 per offense for substantiated findings of administrative neglect resulting in injury, abuse, neglect (moderate or major injury), or exploitation of individuals with developmental disabilities

Creates the "Residential Facility Quality of Care Improvement Fund" funded by collected fines and penalties, to finance quality improvement initiatives and regulatory actions

Requires providers to complete internal investigations and submit reports within 180 days of alleged abuse, neglect, or exploitation incidents, with $10,000 penalties for non-compliance

Imposes $350 daily civil penalties on employees who fail to report suspected abuse, neglect, or exploitation, replacing the previous criminal conviction requirement for penalty assessment
