Expands the definition of "child" for abuse and neglect purposes to include persons ages 18-21 who are in institutions regulated by the Department of Children and Families, including day schools

Transfers investigatory responsibility for abuse, neglect, and exploitation cases involving persons ages 18-21 in DCF-regulated facilities from the Department of Human Services' Office of Program Integrity and Accountability to the Department of Children and Families

Applies existing child abuse and neglect protections to young adults up to age 21 when the alleged perpetrator is a teacher, employee, contractor, or volunteer of a DCF-regulated institution responsible for their care

Removes outdated references to the Children's System of Care division in statutes governing the Central Registry of Offenders Against Individuals with Developmental Disabilities

Takes effect on the first day of the twelfth month following enactment, with both DCF and Department of Human Services required to promulgate implementing regulations
