Allows the Department of Human Services to hire American Sign Language interpreters outside the standard civil service process when the Civil Service Commission fails to provide a certified eligible list within 60 days or when no appointment results from the provided list

Requires the Department of Human Services Commissioner or designee to sign a waiver authorized by the Civil Service Commission to exempt the candidate from normal civil service hiring requirements

Candidates hired under this waiver must successfully complete a working test period to gain civil service status and be considered qualified for the position

Prohibits the Civil Service Commission from requiring the department to replace a candidate hired under this process when a subsequent eligible list is issued

Takes effect on the first day of the second month following enactment
