Establishes the Language Instruction Program in the Department of Human Services to provide early language instruction for deaf, hard of hearing, and deaf-blind children aged five and younger and their families at no charge

Matches eligible children and families with an American Sign Language Deaf Language Associate who can provide up to 25 hours per week of instruction and support services in various settings including childcare centers, preschools, summer camps, and homes

Provides additional services including referrals to State and non-State resources, case management by ASL-fluent individuals, assistance locating interpreters or caption providers, and resources for obtaining hearing aids, cochlear implants, and other assistive equipment

Offers sensitivity training to eligible children's healthcare providers, educators, and daycare providers on the needs of deaf and hard of hearing children and adults

Requires the Department to issue annual reports to the Governor and Legislature on program implementation and impact, and appropriates General Fund money to implement the program
