Establishes the Cosmetology Licensure Compact Commission, a joint government agency comprised of one delegate from each member state, with authority to promulgate rules, collect fees, and maintain a coordinated data system for licensure information

Allows active military members and their spouses to designate a home state and retain that designation during active duty assignments, facilitating license portability for military families

Compact becomes effective when enacted by seven states; member states may withdraw with 180 days notice, and withdrawal does not affect investigative or adverse action reporting requirements incurred prior to withdrawal
