Establishes the Office of the Nonprofit Ombudsperson within the Department of Treasury as an independent office to provide information, assistance, and advocacy for nonprofit organizations interacting with state agencies

Requires the Governor to appoint a Nonprofit Ombudsperson with qualifications in communications, conflict resolution, and professionalism who will serve at the Governor's pleasure

Mandates the ombudsperson to investigate complaints from nonprofits about state agencies, provide technical assistance for regulatory compliance, and conduct public meetings with nonprofit organizations at least every six months

Requires the office to monitor and report on state agency compliance with the existing nonprofit information center portal and submit annual reports to the Governor and Legislature

Appropriates $329,000 from the General Fund to the Department of Treasury for establishing and operating the office
