Requires the Commissioner of Community Affairs to develop and offer a historic preservation planning course within six months of enactment, working with the New Jersey Historic Trust and State Historic Preservation Office on curriculum standards

All regular and alternate historic preservation commission members must complete the course within 18 months of joining or within 18 months of when the course is first offered to retain membership

Course is limited to no more than five hours of instruction and must be completable within one day

Licensed professional planners and individuals who have completed an equivalent or more extensive course within the past 12 months are exempt from the requirement

Commission hearings, decisions, or recommendations remain valid even if a participating member is later found to not have completed the required course
