Adds veterans' organizations chartered under federal law to the list of entities exempt from paying motor vehicle registration fees for vehicles not used for pleasure or hire

Current exemptions already include federal, state, and local government entities, volunteer fire departments, first aid squads, Boy Scouts, Girl Scouts, Red Cross, and certain nonprofit organizations

Exempt vehicles must still be registered and display number plates, with special registration certificates valid for up to 26 months

Takes effect immediately upon enactment
