Creates a new "historic distillery license" for premises included in the New Jersey Register of Historic Places, allowing holders to manufacture, rectify, blend, treat, and mix distilled alcoholic beverages with no production cap (unlike craft distillery licenses which are limited to 20,000 gallons annually)

Permits license holders to sell their products at retail to consumers on the licensed premises for on-site consumption, and for off-premises consumption in quantities up to five liters per person

Allows license holders to offer up to three free samples per person per day, with each sample limited to one-half ounce of distilled alcoholic beverage produced on the premises

Prohibits license holders from selling food or operating a restaurant on the licensed premises, but allows coordination with food vendors under existing law

Sets the annual license fee at $1,000 and authorizes distribution to licensed wholesalers and retailers in New Jersey, as well as out-of-state sales pursuant to applicable laws
