Creates a seven-member Dog Training Licensing Board within the Division of Consumer Affairs to license and regulate professional dog trainers in New Jersey

Requires the board to establish an evidence-based, humane training code of practice that prohibits aversive training methods causing pain, injury, or distress, with mandatory review and updates every five years

Mandates educational requirements, experiential qualifications, and passage of a competency examination for licensure, with the exam administered at least twice yearly

Exempts dog trainers who have practiced continuously in New Jersey for at least one year prior to enactment from educational/experiential requirements, and excludes trainers of police dogs or dogs for federal/state protective agencies

Authorizes the board to investigate complaints, suspend or revoke licenses, and impose disciplinary measures for violations including fraud, gross misconduct, negligence, or use of prohibited aversive training methods
