Applies federal annual out-of-pocket cost-sharing limits under the Affordable Care Act to all covered health care services in New Jersey health benefits plans

Exempts high-deductible health plans paired with health savings accounts until the minimum deductible is met, except for preventive care services

Mandates annual compliance certification by March 31 from carriers, third-party administrators, and pharmacy benefits managers, signed by their CEO, CFO, or designee, with the law taking effect 90 days after enactment
