Adds "apartment complex" to the definition of "specially exempt facility" under New Jersey swimming pool safety regulations, exempting these pools from mandatory lifeguard and first aid personnel requirements

Defines "apartment complex" as one or more apartment buildings on the same premises owned by a person or entity receiving monthly rental payments from tenants

Requires apartment complex pools that do not provide lifeguards to post a sign at least 3 feet by 4 feet at the pool entrance stating: "No lifeguard on duty. Persons under the age of 16 must be accompanied by an adult. No swimming alone."

Restricts the exemption to apartment complex pools that limit access to tenants and their invited guests only

Takes effect 180 days after enactment, with the Commissioner of Health authorized to adopt implementing regulations
