Removes the funding mechanism that directed penalties collected from uninsured individuals to the New Jersey Health Insurance Premium Security Fund

Amends the New Jersey Easy Enrollment Health Insurance Program to delete references to the repealed mandate while maintaining the program's ability to identify uninsured individuals through tax returns

Eliminates the waiver provision that allowed taxpayers to avoid the shared responsibility tax by opting into the Easy Enrollment Program's eligibility determination process

Takes effect immediately upon enactment
