Requires all State and local government entities providing direct public services (licenses, permits, certifications, etc.) to review operations and identify streamlining measures within 180 days of enactment

Mandates annual reviews by directors, commissioners, or chief executives to simplify processes, reduce redundancies, eliminate waste, and decrease transaction completion times

Requires implementation of online resources, automated services, and other technologies where feasible, using plain language with clear instructions and multi-language options when practicable

Establishes feedback mechanisms allowing individuals to submit suggestions about their transaction experiences, with government entities required to review feedback within 30 days

Applies to all Executive Branch offices, departments, agencies, and instrumentalities, as well as counties, municipalities, districts, and their local boards, commissions, and divisions
