Requires all internal affairs investigations for municipal, county, and higher education law enforcement agencies to be initiated by the county prosecutor rather than the agency itself

Municipal, county, and higher education law enforcement agencies must immediately transfer any officer misconduct complaints they receive to the county prosecutor for investigation

Petitions for extreme risk protection orders filed against law enforcement officers must be immediately transferred from the officer's employing agency to the county prosecutor to initiate an internal affairs investigation

County prosecutor retains authority to determine whether internal affairs investigation findings warrant referral to the courts

Takes effect on the first day of the fourth month following enactment, with the Attorney General authorized to take preparatory administrative action beforehand
