Establishes a new "Sporting Facility License" category for alcoholic beverage sales at stadiums, arenas, and team training facilities located on public property

License holders may sell alcoholic beverages by the glass or in original containers, conduct wine/beer/spirits tastings, and establish up to five all-inclusive areas with a combined capacity of 500 persons or 5% of venue capacity (whichever is greater)

License fees are tiered by venue capacity: $2,500 for venues under 7,500 persons; $5,000 for 7,500-14,999 persons; $7,500 for 15,000-22,499 persons; and $10,000 for venues with 22,500+ persons

Special permits may be issued for national or international sporting events at venues with 50,000+ seats, allowing all-inclusive areas exceeding normal limits at $2,000 per day per area (capped at $6,000 per day total)

Allows license holders to share premises control and profits from alcohol sales with facility owners, operators, concessionaires, or lessees
