Establishes a 16-member Task Force on Student Mental Health, including the Commissioner of Education, Director of Mental Health and Addiction Services, legislative appointees, and 10 Governor appointees (school officials, teachers, counselors, and parents)

Directs the task force to examine identification of students experiencing depression, anxiety, stress, trauma, or other mental health issues in public schools

Requires evaluation of existing counseling programs and recommendations for expansion, including examining the relationship between student mental health and school safety

Task force must assess funding needed for appropriate staffing and programs, and study successful mental health initiatives implemented in other states

Final report with findings and recommendations due to the Governor and Legislature within one year of organizing; task force expires 30 days after report submission
