Authorizes the State Board of Tree Experts and the Department of Environmental Protection to directly enforce the Tree Experts and Tree Care Operators Licensing Act, rather than requiring the Attorney General to seek court enforcement.

Establishes civil administrative penalties of $1,000 for first violations and $2,500 for second or subsequent violations, with each day of continued violation constituting a separate offense.

Grants enforcement authorities power to issue compliance orders, deny/suspend/revoke licenses and business registrations, and bring civil actions in Superior Court or municipal court.

Allows courts to assess costs of investigations, require site restoration, award compensatory damages for destruction of natural resources, and recover actual economic benefit gained from violations.

Exempts employees and contractors of the New Jersey Department of Transportation from licensing requirements while performing their official duties.
