Creates a temporary commemorative license plate celebrating the 250th anniversary of the Declaration of Independence, to be displayed on vehicle fronts from January 1, 2026 through January 1, 2028

Establishes a public design contest run by the New Jersey Historical Commission to select the license plate artwork, with the winning design representing New Jersey and commemorating the nation's founding

Charges a $50 application fee plus $10 annual renewal fee for the commemorative plate, with proceeds deposited into the "Declaration of Independence 250th Anniversary License Plate Fund"

Dedicates fund revenues to the New Jersey Historical Commission to support and preserve Revolutionary War sites throughout New Jersey

Requires a minimum of 500 completed applications before the Motor Vehicle Commission can begin producing the plates, and allows up to $150,000 in programming costs plus up to $25,000 in private contributions to offset initial implementation expenses
