Charges a $50 initial application fee plus $10 annual renewal fee, with proceeds deposited into the "250th Anniversary Revolutionary War License Plate Fund" to support and preserve Revolutionary War sites throughout New Jersey

Requires the New Jersey Historical Commission to contribute up to $25,000 in non-public funds to offset initial program costs, prohibiting use of state or public funds for startup expenses

Program will not begin until at least 500 completed applications are submitted and initial cost funding is provided; bill expires if these conditions are not met within 12 months of enactment

Authorizes the chief administrator to discontinue the program if the average cost per plate exceeds $50 for two consecutive fiscal years
