Prohibits any person from engaging in the aquaculture (farming) of any species of octopus in New Jersey for human consumption purposes

Bans business entities from selling, possessing, or transporting any octopus that is the product of aquaculture operations

Exempts wild-caught octopuses and octopuses raised solely for non-commercial research purposes from the prohibition

Violations carry civil penalties of up to $1,000 per day, with each day of continued violation constituting a separate offense

The Secretary of Agriculture is authorized to adopt rules and regulations to implement the law
