Eliminates the census-based special education funding model that used statewide average classification rates, replacing it with funding based on actual counts of special education students and speech-only pupils in each district

Caps annual State school aid reductions to no more than 2% of a district's total operating budget and exempts districts from reductions if they have high tax rates and are spending below adequacy levels

Requires the Department of Education to publicly post detailed calculations showing how each district's State aid is determined within two days of the Governor's budget message

Establishes an 11-member Special Education Funding Review Task Force to assess current special education aid effectiveness, examine tier-based funding models, and issue recommendations within one year

Mandates public comment periods and hearings for the Educational Adequacy Report, expands what the report must address (including inflation measures and aid reduction thresholds), and adjusts vocational expansion stabilization aid to accommodate enrollment growth in county vocational school districts
