Amends the law governing the Peter J. Barnes III Wildlife Preservation Commission, a joint commission of Edison Township, Metuchen Borough, and South Plainfield Borough in Middlesex County

Requires each municipal appointing authority to appoint one alternate member to serve when regular members appointed by that municipality are absent or disabled

Alternate members serve five-year terms and must meet the same qualifications as regular members appointed by the same authority

Alternate members may participate in commission proceedings and discussions but may only vote when a regular member from their appointing municipality is absent or disabled

Prohibits delaying commission votes to allow a regular member to vote instead of an alternate member who is already authorized to vote in their absence
