Reallocates standardbred horse racing purse subsidies from Freehold Raceway to Meadowlands Racetrack if live racing programs cease at Freehold Raceway

Requires reallocated funds to be used exclusively for conducting at least 35 standardbred race dates at Meadowlands that would have otherwise occurred at Freehold

Allows the minimum 35 race dates requirement to be reduced with written consent from the Standardbred Breeders' and Owners' Association of New Jersey

Maintains the existing $20 million annual appropriation through fiscal year 2029 split equally between thoroughbred and standardbred industries

Reallocation remains in effect until a permit holder resumes live racing programs at Freehold Raceway
