Requires the Governor to provide federal COVID-19 relief funding (from CARES Act, American Rescue Plan Act, or other pandemic assistance) to the Governor's Council on Alcoholism and Drug Abuse (GCADA) if dedicated state revenues fall short during fiscal years 2022 and 2023.

Funding would support the Alliance to Prevent Alcoholism and Drug Abuse, a network of community-based coalitions that provide grants to municipalities and counties for drug education, intervention, treatment, and awareness programs.

The Alliance is normally funded through the Drug Enforcement and Demand Reduction Fund (collected from criminal conviction surcharges) and dedicated alcoholic beverage taxes from restricted brewery licenses.

Federal funding availability is contingent on being permitted by federal law and subject to Legislative appropriation.

The bill was set to expire on June 30, 2023, though it was pre-filed for the 2026 legislative session.
