Establishes the "Jersey Craft Beverage Retailer Promotion and Grant Program" through the New Jersey Economic Development Authority and Division of Travel and Tourism to advertise and promote craft alcohol beverages manufactured in New Jersey

Creates a "Certified Jersey Craft Alcohol Beverage Retailer" designation for bars, restaurants, and liquor stores where at least 10% of annual alcohol sales revenue comes from products made by New Jersey craft breweries, cideries, meaderies, or distilleries

Provides grants of up to $2,500 annually to certified retailers for capital improvements, equipment purchases, and other expenses related to promoting and selling New Jersey craft alcohol beverages

Establishes the "New Jersey Certified Jersey Craft Alcohol Beverage Retailer Fund" funded by 50% of tax revenues from sales by craft breweries, cideries, meaderies, and distilleries

Directs advertising campaigns to increase consumer awareness of New Jersey craft alcohol beverages and retailers that sell them
