Adds skin cancer (including history of or substantial risk of developing skin cancer) to the list of medical conditions that qualify for a window tinting exemption on motor vehicles

Allows vehicle owners or lessees who have skin cancer or are at substantial risk of developing it to apply for permission to tint their windshields and windows beyond standard legal limits

Requires applicants to obtain written certification from a certified ophthalmologist or licensed physician confirming their photosensitivity condition

Updates statutory references to replace "director" with "chief administrator" of the New Jersey Motor Vehicle Commission throughout the existing law
