Public schools must provide parents or guardians a written statement of items to be discussed at their child's annual IEP team meeting at least two business days in advance, delivered by regular mail and email if available

The written statement must include the student's current academic and functional performance levels, names of IEP team members seeking excusal along with their input, and an invitation for parental feedback on proposed programs and services

Establishes an IEP Improvement Working Group within the Department of Education to recommend methods for improving IEP development and implementation and ensuring parental involvement

The working group will include teachers, principals, special education directors, school board members, superintendents, parents of special education students, disability advocates, and child study team members representing all regions of the state

The working group must organize within 90 days of the act's effective date and issue a report with recommendations within four months of organizing, examining practices in other states, district variations, best practices research, and potential legislative or regulatory improvements
