Modifies requirements for licensees conducting online motor vehicle sales, allowing them to maintain non-physical electronic records in a format that permits inspection by the chief administrator, removing the previous requirement for "immediate" inspection access

Requires the Chief Administrator of the New Jersey Motor Vehicle Commission to provide one business day of advanced written notice before entering a motor vehicle dealer's building to examine books and records

Applies the advance notice requirement to individuals or entities engaged in buying, selling, or dealing in motor vehicles, as well as licensed motor vehicle dealers and licensed leasing dealers

Takes effect immediately upon enactment
