Consolidates and simplifies existing "Move Over" law by eliminating separate requirements for different vehicle types (emergency vehicles, tow trucks, highway maintenance vehicles, sanitation vehicles, and disabled vehicles) into a single standard

Imposes fines of $100 to $500 for violations, with two motor vehicle penalty points assessed for three or more offenses within 12 months

Directs the Division of Highway Traffic Safety to conduct a public awareness campaign about the law's requirements, risks of non-compliance, and penalties

Requires the Motor Vehicle Commission to include information about the Move Over law in the driver's manual, in consultation with the Division of Highway Traffic Safety
