Renames the "Sheltered Workshop Act of 1971" to the "Extended Employment Act" and updates terminology throughout, replacing "sheltered workshop" with "extended employment" and "severe disability" with "significant disability"

Redefines extended employment programs as vocational rehabilitation services providing workforce development, job training, counseling, work readiness, and placement services for persons with disabilities at nonprofit-operated worksites

Establishes baseline funding at FY 2024 levels with annual increases tied to the Consumer Price Index (CPI-W), or alternatively 80% of provider expenses as documented in required functional expense analyses

Creates a hybrid employment program allowing extended employees to seek regular employment up to 16 hours per week without losing their extended employment eligibility status

Requires the Division of Vocational Rehabilitation Services to consult with ACCSES New Jersey, Inc. and the New Jersey Council on Developmental Disabilities on significant policy changes affecting the extended employment program
