Establishes a three-year "Unemployment Intake Accountability Pilot Program" in the Department of Labor and Workforce Development to record a representative sample of customer service calls to the Division of Unemployment Insurance

Requires the Commissioner of Labor and Workforce Development to conduct annual surveys analyzing call resolution rates, time elapsed between intake and resolution, and any correlation between delays and benefit levels received

Mandates the commissioner to publish annual reports on the effectiveness of the customer service telephone system in facilitating timely delivery of unemployment benefits, submitted to the Governor and Legislature

Takes effect 90 days after enactment and expires after submission of the third annual report

Authorizes the commissioner to enter into contracts for call recording services to implement the program
